The emergency lights comes on and off, how can i stop it from coming on and off unecessarly. i think its something to do with the alarm system.

Try disconnecting the alarm system. If that helps, you will have to isolate the alarm from the rest of the electrical system so that there is no possible bleed through of current or voltage. Or trade your alarm system in for a different type.
